Fourth COLA announced
Pay will increase by $0.48 an hour for career workers
In accordance with the 2021-2024 Collective Bargaining Agreement (CBA), career employees represented by the APWU will receive a $0.48 per hour cost-of-living adjustment (COLA), effective Aug. 26, 2023 (separate CBAs covering IT/AS and HRSSC provide COLAs but on a different cycle).
The COLA boosts pay by $998 annually for full-time, career workers. It will appear in paychecks dated Sept. 15, 2023 (Pay Period 20-2023).
The increase is the result of a rise in the July Consumer Price Index (CPI-W).
Because Postal Support Employees (PSEs) do not receive cost-of-living increases, they have received several additional increases beyond the annual general wage increases that all employees receive under the 2021 contract. However, when PSEs convert to career, the COLA increases are also included in their wages going forward.

Arbitrator Goldberg Remedy Award on Jobs MOU Violation Totaling Over 67 Million Dollars in Payments
Implementation Agreement Reached for Clerk Craft Jobs MOU Remedy
The Clerk Craft and the Postal Service have agreed to an implementation process in order to comply with the national-level award by Arbitrator Stephen Goldberg in Case #Q10C-4Q-C-15174956. The Goldberg award centered around the Clerk Craft Jobs Memorandum of Understanding (MOU) and the Postal Service’s failure to create all 800 administrative and technical jobs that the MOU required. Goldberg not only ordered USPS to create and post the additional 362 jobs that were needed to reach the agreed-upon 800 jobs, he also awarded a make whole remedy.
The make whole remedy included “all pay and benefits lost as a result of that violation”. Goldberg further ordered, “Employees affected by the violation include those employees who would have successfully bid on one of the promised administrative or technical positions at the time that those positions should have been filled. Also included among the employees affected by the violation are those who would have been the successful bidders on the vacancies created by the employees who would earlier have been placed in an administrative or technical position had the Postal Service complied with the MOU in a timely fashion”.

MEMORANDUM SIGNED! RE: GENERAL PRINCIPLES ON SORTING AND DELIVERY CENTERS
A major part of the management network modernization plan includes the creation of Sorting and Delivery Centers (S&DCs). These centers will centralize many delivery operations into larger buildings with automated package sorting equipment. Management currently projects the creation of 400- 500 S&DCs. Over many months, the APWU leadership engaged in numerous, and at times productive, discussions with postal management over the union’s serious concerns regarding job protection as well as service to the customers.
